Important Changes for UK, Northern Ireland, Denmark, Namibia

Regarding the new requirement to collect biometric data of foreign nationals and stateless persons applying for Russian visas

In accordance with the Executive Order of the President of the Russian Federation No. 735, On Collecting Biometric Personal Data of Foreign Nationals and Stateless Persons beginning 10 December 2014 the diplomatic missions and consular offices of the Russian Federation in the United Kingdom of Great Britain and Northern Ireland and the Russian Visa Application Centres in London and Edinburgh will start collecting biometric data (fingerprints) of all foreign nationals and stateless persons for each of their application for Russian visa.

As a pilot project this procedure will be implemented in the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Denmark, the Republic of the Union of Myanmar, the Republic of Namibia and the Russian Foreign Ministry’s representative office at the border crossing point in Vnukovo International Airport.

Biometric data will not be collected when issuing diplomatic and official visas, nor for individuals under 12 years of age.

For nationals of the United Kingdom of Great Britain and Northern Ireland, the collection of biometric data will be implemented taking into account the principle of reciprocity.

Based on the above listed information, from 10 December 2014 all applicants who wish to apply for a Russian visa should do so in person at the Russian Visa Application Centres in London and Edinburgh, otherwise applications cannot be accepted. In the event of refusal to undergo biometric procedure, the applicant will not be issued a visa.

London Centre

The Visa processing centre in London is seeing reduced customer flow due to the new process implementation

Airlines including easyjet and transaero have reduced the number of flights landing at Moscow airports. We would recommend booking early and arranging your travel schedule at the earliest opportunity to avoid disappointment and increased fair charges.

The fingerprinting procedure is an essential element of visa policy modernisation which has been practiced by a number of consular services, including the UK. The main objective of the new procedure is to improve the security of the visas issued in the context of preventing illegal migration, terrorism and other illegal activities.

Russian Language, History and Law Now Required

From 1st January 2015, foreign nationals wishing to obtain permanent residence in Russia, or to renew or obtain a work permit, will be required to provide a certificate from an accredited institution, evidencing their knowledge of Russian language, basic legal framework and history.

Highly skilled workers, their dependants, as well as those under 18 years of age and over 60 will be exempt from this requirement. Students at some accredited institutions will also be exempt, as well as those who have qualifications dating prior to 1991 from former Soviet countries, where Russian was a compulsory part of the curriculum.

Russian speakers from former Soviet countries will also be able to obtain Russian citizenship via a simplified process, including passing an exam before a special committee. Further details and changes are expected to be published shortly, with the new process coming into effect in July 2014.

Processing times for work permits and permanent residency are expected to be somewhat lengthened, whilst the new evidential requirements are implemented and institutions receive accreditation for issuing the necessary certificates.

UK Visas & Immigration  has made some changes to  the application process for most visitor applicants applying at the Visa Application Centre in Moscow.

From 17 February 2014 most visitor applications made in Moscow, are being assessed by UK Visas & Immigration in Sheffield (UK). The changes only affect visitor applications who do not use the priority visa service. All full list of the application categories effected can be found below.

To facilitate this process visit applicants should provide:

- A copy of the front page only of the application form
-
A full copy of the valid passport (and the old passport, if it is provided) with stamps and visas
-
Two identical colour ‘passport’ photographs which meet the UKVI requirements
- A copy of all supporting documents, which are attached to the visa application (both in Russian and in English).

Please note the following example:

1. If the applicant provides a certificate in Russian and English, he must make a copy of the Russian-language document and a copy of the English translation.
2. If the applicant provides an invitation from the UK in English, he must also provide a copy of this invitation.

The Moscow Visa Application Centre will send all original documents, including passports, to the British Embassy in Moscow. Copies of application forms, passports and supporting documents will be sent to Sheffield. There is no additional charge for sending applications to the UK.  These changes will help ensure that everyone’s application is assessed as quickly as possible.

Applicants who come with incomplete documents will be requested to complete all documentation and then re-submit the application with a new ticket.

These changes only affect the Visa Application Centre in Moscow and do not apply to VACs in other cities.
Only those applying in the following categories need to provide the additional copies:

ACADEMIC VISITOR VISIT - PROSPECTIVE ENTREPRENEUR
